What We Do

Global Alliance for Human Rights (GAHR) is a dedicated non-profit organization based in Jaipur, Rajasthan, committed to advocating for the rights and well-being of marginalized communities, particularly People Living with HIV (PLHIV), Women Living with HIV (WLHIV), and Children Living with HIV (CLHIV). Established in 2011, GAHR has been instrumental in addressing stigma, discrimination, and social injustices through legal aid, advocacy, and community support programs.

Vision:

To create an inclusive and just society where every individual, regardless of their health status, gender, or background, can live with dignity, access essential healthcare, and enjoy their fundamental rights.

Mission:

  • To provide legal aid and social support to marginalized communities, especially PLHIV.
  • To promote access to healthcare, education, and economic empowerment for vulnerable populations.
  • To combat stigma and discrimination through awareness, advocacy, and policy interventions.
  • To collaborate with national and international organizations to drive systemic change in human rights and public health policies.
  • Ensuring the effective implementation of The HIV and AIDS (Prevention and Control) Act of 2017.
  • To ensure greater economic opportunities for people living with HIV (To reach out to 10,000 eligible people by 2028)
  • To advocate for improved access to health care services for People living with HIV by merging HIV and National Health Mission [NHM] policies
  • To enhance the capacity of 300 leaders from member organizations to accomplish these missions.

Purpose:

GAHR serves as a catalyst for social transformation by ensuring justice, dignity, and equal opportunities for marginalized groups. Through a combination of legal interventions, health initiatives, and advocacy efforts, GAHR strives to bridge gaps in policy and practice to create sustainable impact.

Impact:

  • ·Established legal aid clinics in Jaipur and Bhagalpur, assisting numbers of PLHIV.
  • ·Conducted over 200 free health camps, benefiting underserved communities.
  • ·Led impactful advocacy campaigns, including the Mega Awareness Campaign on HIV/AIDS stigma (Padhyatra)
  • ·Partnered with national and international organizations like UNDP, UNICEF, UNAIDS, and NACO to strengthen healthcare and human rights initiatives.
  • ·Successfully pushed for policy changes to improve the welfare of HIV-affected children and families.
  • ·Engaged in Research based projects for PLHIV and Key Populations under RUSA 2.O University of Rajasthan on sustainable Livelihood choices and capacity building programme under Ministry of Human Resource, GOI and the Maldhari Rural Action Group, henceforth referred to as MARAG led by McGill University, Canada.

Dr. B.B. Rewari

Public Health Specialist | Former Regional Advisor, WHO-SEARO

Dr. B.B. Rewari is a globally recognized public health expert with over 30 years of experience in HIV/AIDS and infectious diseases. He served the Government of India for 25 years, where he played a critical role in scaling up the National ART (Antiretroviral Therapy) programme, reaching over a million beneficiaries. Later, as Regional Advisor for hepatitis, HIV and STIs at WHO-SEARO, he worked across eleven countries to strengthen national health responses. His leadership contributed significantly to three countries achieving validation for the elimination of mother-to-child transmission of HIV and syphilis.

 

Anjali Gopalan

Founder and Executive Director, The Naz Foundation India Trust

Anjali Gopalan is an iconic social activist and the founder of The Naz Foundation, a pioneering organization for the rights of people living with HIV/AIDS and the LGBTQIA+ community. She has been instrumental in fighting stigma, improving access to health and care services, and influencing policy change. A powerful voice for decriminalizing homosexuality in India, she is also an advocate for animal welfare and runs the sanctuary ‘All Creatures Great and Small.’ Anjali currently serves on the Animal Welfare Board of India.

Prof. (Dr.) Matin Ahmad Khan

Doctorate in HIV Medicine | Public Health Expert & Researcher

Prof. (Dr.) Matin Ahmad Khan brings 34 years of public health experience, particularly in HIV and tuberculosis. He previously held the position of Joint Director for Care, Support, and Treatment at the Jharkhand State AIDS Control Society. A member of the India Country Coordinating Mechanism (CCM) for the Global Fund to Fight AIDS, TB and Malaria, he has contributed extensively to evidence-based policymaking and program implementation at state and national levels.

Mr. Rajiv Dua

Public Health Leader | Former CEO, Alliance India

With over 30 years of experience in the public health sector, Mr. Rajiv Dua has worked extensively in the field of HIV/AIDS, focusing on key populations including LGBTQIA+ communities. He has led impactful work across India, Bangladesh, Nepal, South Africa, the Philippines, and Liberia. From 2022–2024, he served as CEO of Alliance India, a Global Fund Primary Recipient. He has also held leadership positions at Population Services International (PSI) in India, Nepal, and the Philippines, managing large-scale HIV/AIDS programs and community mobilization efforts.

 

Dr. Rashmi Jain

Sociologist | Director, IQAC, University of Rajasthan

Dr. Rashmi Jain is a renowned sociologist and academic leader. She is the former Head of the Sociology Department and currently serves as Director of the Internal Quality Assurance Cell at the University of Rajasthan. Her contributions include research on migration, education, and gender, and she is the Convener of the Working Group on Law and Migration of the International Sociological Association. She is also a member of ethics committees at Fortis Hospital and Monilek Hospital, and recipient of the prestigious Vivekanand Gaurav Award.

Dr. Joe Thomas

Global Health Leader | Expert in Public Health & Human Rights

Dr. Joe Thomas (MSc, PhD) is an accomplished global expert in public health, rights-based development, and humanitarian response. With over 25 years of international experience, he is known for institution-building, high-level strategic partnerships, and cross-cultural program management. Dr. Thomas has worked with governments, UN agencies, and NGOs across Africa and Asia, focusing on reproductive health, emergency response, and health systems strengthening. He brings strategic foresight and leadership to GAHR’s vision of advancing inclusive and equitable health rights. He serves on multiple NGO boards and has facilitated major bilateral and multilateral collaborations.

Partnership Brief: Dedicated Legal Aids Clinic (UNDP, UNAIDS & RSACS)

The Global Alliance for Human Rights India (GAHR) has partnered with UNDP India, UNAIDS India, and the Rajasthan State AIDS Control Organization (RSACS) under the Dedicated Legal Aids Clinic project. This initiative aims to provide legal support, rights awareness, and access to justice for People Living with HIV (PLHIV), addressing issues of stigma, discrimination, and legal barriers.

Key Objectives:

·Offer free legal aid to PLHIV facing discrimination in healthcare, employment, and social services.

·Strengthen legal literacy among affected communities regarding their rights under the HIV/AIDS Act 2017.

·Collaborate with lawyers, healthcare professionals, and government agencies to ensure justice and protection for PLHIV.

·Legal assistance provided to hundreds of PLHIV, ensuring access to social entitlements.

·Advocacy efforts contributed to policy-level discussions on HIV-related legal protections.

GAHR’s Engagement with RUSA 2.0:  Under Ministry of Human Resource, Government of India Capacity Building & Data Collection for PLHIV

 

The Global Alliance for Human Rights (GAHR) In collaboration with RUSA 2.0, has undertaken key initiatives to strengthen capacity building and data collection among People Living with HIV (PLHIV). Through workshops, legal literacy programs, and sensitization sessions, GAHR has empowered PLHIV, healthcare workers, and students with knowledge on HIV/AIDS Act 2017 and stigma reduction.

Additionally, GAHR has conducted community-based surveys and impact assessments to identify gaps in healthcare access and advocate for policy reforms. By fostering multi-stakeholder partnerships, GAHR integrates academic research and public health interventions, ensuring inclusive, evidence-based advocacy for PLHIV.

Global Alliance for Human Rights India (GAHR) – Engagement in Research on SRHR of Indigenous Women Living with HIV/AIDS

 

In collaboration with the Maldhari Rural Action Group (MARAG) and the McGill University-led research team from Canada, the Global Alliance for Human Rights India (GAHR) has been actively involved in a significant research initiative focusing on sexual and reproductive health and rights (SRHR) outcomes of indigenous women living with HIV/AIDS in India.

Under this partnership, GAHR played a pivotal role in community mobilization, field coordination, and primary data collection. The organization conducted Focus Group Discussions (FGDs) and in-depth interviews with tribal and indigenous women living with HIV/AIDS, primarily in Jharkhand state, specifically targeting communities in Gumla and Ranchi.

GAHR's longstanding trust and connection with marginalized communities enabled effective engagement and culturally sensitive approaches in gathering qualitative insights. The organization ensured ethical research practices, confidentiality, and respectful facilitation, allowing the voices of indigenous women to be represented with dignity and accuracy.

This research not only highlights the intersection of gender, health, and indigeneity but also contributes to building evidence-based advocacy for policy reform and inclusive SRHR services for Women Living with HIV/AIDS (WLHIV) in remote and underserved regions.

Proposed Activities for the Coming Years

1. Strengthening Legal Aid and Advocacy

  • Expand Dedicated Legal Aid Clinics to more districts in Rajasthan.
  • Provide legal awareness workshops on HIV/AIDS Act 2017 and other rights-based issues.
  • Advocate for policy changes related to healthcare access for PLHIV, WLHIV, and CLHIV.
